It's in the park location.
I didn't mention it at the time but it partly off the trail, but nearby is a small rock wall; like the one in the Shawshank Redemption movie. With what appeared at the time as someone squat, stick line up in a rudimentary tent. The rock itself is big enough to sit on and is partway buried in the ground.
Edit: At 3:16 of your video, if you go to the other side of that rock wall and follow it

We figured it was between that wall and the road on the other side; I had looked up your map coordinate to double check. I just didn't feel comfortable enough going off-trail there, even though it wouldn't have been very far.

I was able to go off the path and put my left hand underneath the water at the top. Kids were playing in parts of the fall where the stream ran low.
