14 rooms could be doable by Mateusz (though maybe not in the near future). A single cipher plate is pretty much the only option, two would already lead to too many rooms.

Locations in SubVerse that have a Transporter are...

076
218
355
378
553
601
614 (wire disconnected by Void on the right)
837
For a total of 7 (possibly 8, including 614) locations with Transporters

One Cipher Plate of any number X being added to the game means you get two locations 0,X and X,0 for each of the XYZ coords, assuming right that the XYZ coord location is the 0,0 for the Transporter.
This totals up to FOURTEEN new locations that Mateusz has to create and add to SubVerse, just as a result of adding ONE Cipher Plate to the game.

Well?
No way.

Then why did you put them there, just to tease us :(

More generally, I think, the number of locations he would have to add is

N(A, B)=AB(B+1)

where A is the number of activated transporters in the game and B is the number of added cipher place. Assuming, of course, that all transporters currently visible could use the same cipher plates and are activated, indicating we are in their respective origins at present.

Those two latter assumptions are entirely non-trivial – especially the first one!

I always denied the idea that the transporters we see in the game are their own (0;0).

If the network wasn't offline we could know simply by clicking the button.

possibility one:
all those transporters are interconnected in one network, which means we'd just travel between them without discovering any new locations, which is pointless and redundant.

possibility two:
each opens it's own local cluster of locations, which sounds fine, but is too much work for now. Maybe I'll revisit it in the subnet steam game.

That looks like the best possibility to me, we can wait till then.

That would be a great idea for one massive update, only adding 14 new locations and 1 Cipher Plate.
