Where does exactly Murtaugh fit on this?

BTW, could this device, that teleports to the Evaluation Room (Which is currently isolated in the void), by a first iteration of the technology that's used in Submachine's Arcade Machines?

Murtaugh doesn't really fit in anywhere. He's just vaguely Submachine related and this game posits that Submachine is somehow vaguely German related. It is hardly an equivalence relation.

Also, indeed the device could be a prototype of that technology. All Submachine teleportation technology seems to be vaguely related to karma anyway, so...

Well, yeah. Murtaugh was obviously surrounded by yes-men and fanatics in his later years. His tomb proves as much. Such cliques collapse dramatically after the figurehead dies.
